Former Project: "Abmulant advice instead of stationary measures"

Between 2007 and 2009 consultants of today's MSM developed a concept
how to save approx. 20 Billion Euros in the public sector.
The concept concerned the costs of the youth protection institutions and
foster homes in Germany.

Refering to the concept the savings of approx. 20 Billion Euros could be
reached 100% socially sustainable, what means that all the employees'
workplaces would be save.

The only requirement was a functional change in the employees' duties
from nursering in stationar foster homes to ambulant advice in the families.

The concept based on a report of the Federal Family Ministry in 2004.
In that analysis ambulant measures were evaluated as more sensitive for
the children and in the effect as protective as stationary measures in foster
homes. Also the stationary measures were more than five-times more
expensive.

In countries like the USA and Australia the ambulant concept was
introuduced successfully.
The results of those countries showed: positive synergy effects in the
employees' satisfaction and motivation. Also there were less court cases by
the children's families.
And as one of the most important arguments: the costs in that sector went
down so that a lot of money could be used for other social projects.

In Germany the ambulant concept's nation-wide implementation was
delayed, because the so called "nursing industry" made some arguments.
Meanwhile some of the bigger towns and villages introduced it under
pressure of their budget. They use the saved money for instance to support
working parents with free kindergarten-places.

Such examples show the potential of innovative concepts that are
implemented in the right place to save Billions of money.

It is important to remember that beside those extreme cost-savings
also the work places could be saved, the working atmospehre was
improved and the customer satisfaction of the families increased.
While the effect for the youth protection could be kept on a
permanent level.
So it was a Win-Win-Situation for all of them.
